Yea that is strange, a 10% change year-over-year when the trends around it are all pretty flat... conspiracy?

1994 was the "Republican Revolution", the first time in about 40 years that the Republicans had held majorities in both houses of congress. Perhaps the 1970s change could be related to the decline of the Conservative coalition?
