Ms. Blauer to lead the development of GovStat, Socrata’s Connected Performance Platform, built specifically for government.
SEATTLE – November 20, 2012 – Socrata, the leading provider of cloud-based open data systems, today announced the addition of industry thought leader Beth Blauer as their Director of Socrata GovStat™, a soon-to-be released connected performance platform, built specifically for government. Recognized for her leadership of Maryland’s innovative performance management program, StateStat, Ms. Blauer will help design and bring Socrata’s GovStat platform to federal, state and local governments, in addition to non-profit organizations and international NGOs.

StateStat, the program Ms. Blauer implemented and led in Maryland, is the product of Governor Martin O’Malley’s vision to make the state government more efficient and more accountable to the people of Maryland. StateStat is widely recognized as the nation’s leading government performance management initiative. It is used to oversee 80 percent of the state’s budget, and well over half of its workforce. StateStat is also credited with significant achievements in outcomes, such as a 24.5 percent reduction in violent crime, and the nation’s number one rating for Maryland’s public school system, for an unprecedented four years in a row.

Socrata GovStat offers a connected performance experience that creates the context for insightful interactions between the organization’s stakeholders and their performance data.
The program enables agencies to collect all their data in the cloud and organize it using a unique information hierarchy that links “Goals,” “Outcomes,” and “Leading Indicators.” Employees can use the system to easily collaborate between departments, analyze data, and inform decision- and policy-making. The data is then also shared on interactive citizen dashboards, complete with data visualization apps allowing the public to understand what their government is doing, and engage in problem solving.
The City of Edmonton, Alberta, another government innovator, just launched their GovStat-powered citizen dashboard last week, focused on transportation metrics.
Ms. Blauer earned a bachelor’s degree in Women’s Studies at University of Maryland College Park and completed her J.D. at New York Law School, serving there as the President of the Legal Association for Women. Her career has included a variety of roles, including probation officer and then chief of staff for the Maryland Department of Juvenile Services. Before moving to Socrata, Ms. Blauer served at the Director of StateStat and the Governor’s delivery unit for Maryland.
